If you wish to become strong, you must learn.
Every planet has its own set of scientific knowledge and industrial
techniques. This technology manifests itself in the multipliers (Ship
Building X, Ship Repair X, Production X). Often, a planet will have
additional Ship Technology, which can enable you to build different
ship types.
The Library Ship can spread technologies from one planet to the
another. This ability is very valuable!
To upgrade a planet's technology, send a Library Ship to a planet that
has a good multiplier. Make sure that the multiplier's current value
is as high as possible! Use the Library Ship's Load Technology to
load the technology. When the Library Ship has successfully loaded
the technology, the fleet description will include a note to that
effect. Then, send the Library Ship to a planet that could use the
loaded technology. Once the Library Ship arrives, order it to Unload.
The target planet's potential will increase to match the Library Ship.
The cargo is not "used up" in this process- the same group of experts
armed with the same teaching materials can educate other planets in
your empire. Also, it only takes one Library Ship to teach an entire
planet a bit of technology. If you have a fleet of Library ships, you
might as well have each one load something different.
Your Library Ships can carry other technologies besides multipliers.
Some combinations of technologies will enable you to do new and
interesting things, so keep experimenting.
The only way to get new technology is to find a planet that alreay has
it. Since it is difficult to load technologies from planets
that you do not control, you may have to conquer a few planets before you can
really benefit from spreading your technology around.
Take care to keep your Libary Ships out of combat, however. They are
very expensive to make, and very easily destroyed.
